Abstract

THIS book has a claim to authority. It consists essentially of a series of papers which were originally published in the Proceedings of the United States Naval Institute. Of the three authors the first, Mr. Bakenhus, is a member of the Corps of Civil Engineers of the United States Navy, the second, Capt. H. S. Knapp, U.S.N., was formerly member of the Naval War College Staff, and the third, Dr. Emery Johnson, is special commissioner on the Traffic and Tolls of the Panama Canal.
