Abstract

Will the diffusion of nuclear power stations be followed by the proliferation of nuclear weapons? And are existing safeguards on the use of plutonium adequate? Leonard Beaton, a Canadian strategic analyst working in Britain, argues for tighter control of plutonium and in particular for the compulsory ownership of plutonium by the I.A.E.A.
